This was an action of mandamus, brought by the defendant in error, in the district court of Shawnee county, to compel the plaintiff in error, who is county clerk of said county, to issue to the defendant in error books of affidavits for the use *850of druggists, as provided in section 1 of chapter 339, Laws of 1903.
