FRANKEL, District Judge.

In the explosively growing field of law about prison conditions lately developed in the federal courts, this case has one relatively rare feature: it concerns conditions in one of our own, federal places of confinement. The institution in question is the Metropolitan Correctional Center (MCC) adjoining this courthouse.
