¶ 1. Craft employees who are members of a municipal bargaining unit that also includes non-craft employees petitioned for a severance election to determine whether the craft employees wished to establish a separate bargaining unit comprised exclusively of craft workers. The Wisconsin Employment Relations Commission (the Commission) granted the petition and ordered the election. The circuit court affirmed the Commission's decision.
