Plaintiffs-appellants appeal from an order of the United States District Court for the Eastern District of New York, Johnson, J., granting summary judgment in favor of defendants-appellees on plaintiffs-appellants’ claims under the First, Fifth and Fourteenth Amendments to the United States Constitution on the ground that each of the defendants-appellees was enti-*353tied to sovereign immunity. Federal question jurisdiction is proper because the plaintiffs-appellants brought claims pursuant to the United States Constitution and 42 U.S.C. § 1983. We have appellate…
