OPINION
WOOD, Judge:
This action is presently before the court on defendant’s motion for summary judgment and plaintiffs’ cross-motion for sanctions.
As the court understands the matter,1 plaintiffs allege in essence that in May 1963, one Bertrom H. Stafford, a “special agent” of the Treasury Department, on “special assignment” from President Kennedy, entered into an agreement with eer-tain “parties involved,” one of which apparently was “the Oregon Trust.” Plaintiffs further allege that, pursuant to that agreement (bearing only the signature of Mr. Stafford), the Treasury Department assumed…
