WILKINSON, Chief Judge:

Ryle Springmen brought this section 1983 action against Maryland Assistant State’s Attorney Alexandra Williams, arguing that her advice to a police officer to initiate a prosecution against Springmen for reckless endangerment led to a violation of his Fourth Amendment rights.
