OPINION
GOULD, Circuit Judge:
Plaintiff-Appellant Randolph Wolfson, an Arizona state judicial candidate in 2006 and 2008, challenges several provisions of the Arizona Code of Judicial Conduct regulating judicial campaigns. Specifically, Wolfson challenges: (1) the Personal Solicitation Clause, Rule 4.1(A)(6)1; (2) the En*1179dorsement Clauses, Rule 4.1(A)(2), (3), (4)2 ; and (3) the Campaign Prohibition, Rule 4.1(A)(5)3.
