Plaintiff, Friends to Elect Colleen M. O’Toole (Colleen M. O’Toole’s judicial campaign committee), appeals from the June 3, 2015 opinion and order of the district court denying its motion for a preliminary injunction to enjoin enforcement of Rule 4.4(E) of the Ohio Code of Judicial Conduct. Rule 4.4(E) imposes a temporal restriction on a judicial campaign committee’s solicitation and receipt of campaign contributions.
