Arizona Property and Casualty Insurance Guaranty Fund (Fund) brought a declaratory judgment action to limit its obligation to pay claims against doctors whose professional liability insurance carrier became insolvent. The court of appeals reversed the trial court’s grant of summary judgment in favor of the doctors, limiting the Fund’s liability to the one claim it had already paid.
