The city of Duluth operates under a Home Rule Charter. On August 15, 1921, its city council passed ordinance No. 1682, providing for the issuance, form and sale of $25,000 of bonds for the purpose of acquiring a site, constructing and equipping a contagious hospital. The ordinance was duly approved on the seventeenth and published on the eighteenth of August, 1921. It purported to take effect 30 days after the date of its publication.
