MEMORANDUM OPINION AND ORDER

ALBRITTON, Chief Judge.

I. INTRODUCTION

This cause is before the court on a Motion for Summary Judgment filed by the Defendants Don Siegelman (“Siegelman”) and P.C. Callahan (“Callahan”) on December 9, 2003 (Doc. #43) and a Motion to Reinstate Claims as Against J.A.
