This case is before the court on defendant’s Motion for Reconsideration pursuant to Rules 59(a) and 83.2(f) of the Rules of the United States Court of Federal Claims (RCFC). The court’s earlier opinion in this case, Principal Mutual Life Insurance Company v. United States, 26 Cl.Ct. 616 (1992), granted plaintiff’s cross-motion for summary judgment concerning the waiver of premium benefits, monthly payments from life insurance, advertising expenses, and state examination fees.1 The United States contends that this opinion was erroneous for three reasons.
