On a petition for care and protection brought by the Department of Public Welfare (department),1 a judge of the Dedham District Court awarded permanent custody of the minor child to the department and terminated the visitation rights of the parents. The mother2 appealed to the Appeals Court, and it affirmed the judgment in a summary order. 17 Mass. App. Ct. 1109 (1984). We allowed the mother’s application for further appellate review.
