Plaintiff Regina Dickerson filed the instant action on May 30, 1989, pursuant to Title VII of the Civil Rights Act of 1964, 42 U.S.C. § 2000e et seq. and 42 U.S.C. §§ 1981 and 1983. 1 Plaintiff claims that defendant, the State of New Jersey Department of Human Services (“DHS”), created a racially hostile work environment which made plaintiff’s continued employment intolerable.
