The United States of America filed the instant civil action for penalties for defendant LTV Steel Company, Inc.’s (“LTV”) alleged violations of Article XX, Sections 520.F and 520.G of the Allegheny County Health Department (the “ACHD”) Rules and Regulations governing air emissions from coke oven batteries within Allegheny County.
