Petitioner Barron is the juvenile court judge for Coos County. He appeals from an order of the Employment Relations Board (ERB), holding that he committed unfair labor practices under ORS 243.672(1)(e) and (l)(g) by refusing to bargain with respondent APSCME Local 502-A (union), the exclusive representative of Coos County juvenile court counselors, and “by establishing terms and conditions of employment” for the counselors “at variance with the terms of the collective bargaining agreement” applicable to the bargaining unit of which, according to ERB, the counselors are a part.1 Petitioner’s…
