Before the Court is Plaintiffs’ motion for a preliminary injunction, pursuant to Fed.R.Civ.P. 65, seeking to bar the United States Coast Guard (the “Coast Guard”) from proceeding with its plan to close its Support Center on Governors Island pending the Coast Guard’s compliance with the National Environmental Policy Act of 1969 (“NEPA”), 83 Stat. 852, as amended, 42 U.S.C. § 4321 et seq.
