The Secretary of Labor appeals from a summary judgment granted in favor of defendant, Local 480 of the International Brotherhood of Teamsters, Chauffeurs, Warehousemen, and Helpers of America, AFL-CIO (Local 480 or union), in the Secretary’s action brought under Title IV of the Labor-Management Reporting and Disclosure Act of 1959 (LM'RDA or Act), 29 *459U.S.C. § 401 et seq.
