GOLDBERG, Circuit Judge:

This is a jurisdictional claiming race with a novel twist: no forum has come forward to claim the cause of action. Appellant Pari-Mutuel Clerks Union of Louisiana Local 328 (“Union”), seeking to enforce certain arbitration awards, filed suit against appellee Fair Grounds Corp. (“Fair Grounds”) under section 301(a) of the Labor Management Relations Act (“LMRA”), 29 U.S.C. § 185(a) (1976).
