These consolidated article 78 (Civ. Prac. Act) proceedings raise a number of questions, both substantive and procedural. Involved is property on the south side of Peninsula Boulevard approximately 142 feet east of Mill Road, in that portion of the Town of Hempstead known as Hewlett.
