MEMORANDUM AND ORDER

NAOMI REICE BUCHWALD, District Judge.

Plaintiff Ronald Williams was arrested for refusing orders by defendant Veterans Affairs (“VA”) Police Officer Demetrius Young to stop his vehicle and show identification outside the VA Medical Center on East 23rd Street in Manhattan. After being released within a few hours, he was again arrested several weeks later by the Division of Parole when it determined that his actions had constituted a parole violation.
