The plaintiffs brought this action in the Superior Court seeking a temporary and permanent injunction, and a declaratory judgment, to determine whether a tax laid by the defendant board of selectmen of the town of Winchester was authorized in light of a specific provision in the town charter requiring apportionment of certain tax expenses between the town and the city of Winsted, a tax district established within the town of Winchester.
