Plaintiff Patricia Kilby-Robb was passed over for a promotion at the Department of Education in 2011. She then sued the Department, alleging unlawful discrimination on the bases of age, race, and color, as well as unlawful retaliation, all in violation of Title VII of the Civil Rights Act of 1964 *186(“Title VII”) and the Age Discrimination in Employment Act of 1967 (“ADEA”).
