This original action, brought by the city council of the City and County of Honolulu through its duly elected members (hereinafter city council or plaintiffs) against the Mayor of the City and County of Honolulu and its Corporation Counsel (hereinafter defendants), was submitted to this Court upon an agreed statement of facts pursuant to Rule 21,1 Rules of the Supreme Court of the State of Hawaii.
