ROBERTSON, Justice.

This appeal seeks review of a special assessment imposed by the City of Abilene against several property owners for the improvement of a street abutting their lots. The trial court invalidated the assessment and found that the property received no special benefits as a result of the improvement. The court of appeals reversed. 645 S.W.2d 928.
