Christine Trueblood applied for licen-sure as a physician in Missouri in 2009. The Board of Registration for the Healing Arts granted her a license, but placed it under probation for a period of five years. Trueblood filed a complaint with the Administrative Hearing Commission (the “AHC” or “Commission”), seeking review of the Board’s decision. Following an evi-dentiary hearing, the AHC modified the terms of Trueblood’s license by reducing the period of probation to fifteen months, which Trueblood had served by the time of the AHC’s decision.
