WOLSKI, Judge.

This post-award bid protest action is before the Court on cross-motions for judgment on the administrative record. Plaintiff Gulf Group protests defendant’s award of a contract to another bidder, alleging arbitrary actions concerning its past performance rating and a failure to provide proper notice of the applicability of a suspended provision of the Federal Acquisition Regulations.
