In this workers' compensation proceeding, Phyllis Kroupa (claimant) seeks review of the final order of the Industrial Claim Appeals Office (Panel) upholding the denial by Mercy Medical Center, and its insurer, Sedgwick James, Ltd. (collectively employer), of her request for additional knee surgery.
