In April 2002, the Transport Workers Union of Greater New York, Local 100 (“Local 100”), a local union affiliated with the Transport Workers Union of America (“TWU”), modified its employee benefit plan to stop providing health insurance benefits to Local 100 retirees if they received health insurance benefits elsewhere.
