Appellants filed civil actions in the District Court for recovery of livestock slaughter payments, commonly called meat subsidies, alleged to be due them under the Government’s program authorized by the Emergency Price Control Act of 19421 and a Directive (No. 41) of the Office of Economic Stabilization.
