This matter is before the Court on a Recommendation of the United States Magistrate Judge that this action filed by Plaintiff William Ray Fisher (“Plaintiff’) be dismissed, pursuant to Federal Rule of Civil Procedure 12(b)(6) for failure to state a claim.
