Petitioner proceeds by CPLR article 78 for a judgment reversing the fair hearing decision herein and granting petitioner’s application for public assistance.

Petitioner is a 17-year-old emanicipated minor who is the mother of a two-month-old son. Petitioner applied, on September 22, 1976, for a grant of aid to dependent children (ADC) to the respondent Sullivan County Department of Social Services.
