This is an appeal from a declaratory judgment entered in favor of appellee, Pennsylvania Financial Responsibility Assigned Claims Plan (hereinafter PFRACP). Appellant, Michael Winkelman, presents the following issues for our review: (1) whether the Motor Vehicle Code requires a motor vehicle, which is not exempted from the registration provisions of the code, to be registered even though the vehicle is not driven or moved upon a highway, and if so, (2) whether the vehicle must be insured pursuant to the financial responsibility provisions of the Motor Vehicle Financial…
