MEMORANDUM AND ORDER
PETTINE, Senior District Judge.
It is with deep regret and great concern that I revisit this case. Project B.A.S.I.C. began in April 1989 and, in the words of the Providence Housing Authority (“PHA”), has involved a “near-epic saga of litigation.” On April 12, 1991, the parties entered into a settlement stipulation. It was my hope at that time the project would run smoothly without any further intervention by this Court.
