BREYER, Circuit Judge.

Officials of the Commonwealth of Puerto Rico, responsible for the Commonwealth’s prison system (the “Commonwealth”), appeal two orders that the district court entered in July and August 1988 in a “prison conditions” case, a case which began about 10 years ago and which has involved findings of unconstitutionally poor prison conditions, agreed stipulations about a time table for improvement and the building of considerable new prison capacity.
