In February, 1873, a number of competing steamboat lines were engaged in the traffic to and from St. Louis on the Upper Mississippi River. Among these was the Keokuk Packet Company, a corporation created by the State of Illinois, whose charter was to expire in April, 1873, with the privilege of continued existence, for purposes of liquidation only, two years longer.
