The determinative facts upon which the questions submitted arise are as follows: The town of Stamford and the city of Stamford are municipal corporations. The city of Stamford is located within the town, but the territorial limits of the town and the city are not coterminous, the area of the city being approximately twenty-four per cent of the area of the town, and the population of the city about eighty per cent of the combined population of the town and city.
