This action challenges the validity of Act No. 390 of 1953, 48 Stat. 692, and the special election held thereunder. The Act is entitled, “To provide for a special election in Anderson County for the purpose of determining if Anderson County shall issue one million ($1,000,000.00) Dollars of general obligation bonds for hospital facilities, to provide for the issuance and payment of such bonds if such election results favorably, to prescribe the hospital facilities to be acquired with the proceeds of such bonds, and to empower the County Board of Commissioners of Anderson…
