These consolidated cases involve contracts to provide low-income housing under the United States Housing Act of 1937, Pub.L. No. 75-412, 50 Stat. 888 (1937) (codified as amended at 42 U.S.C. §§ 1404a — 1440) (also known as the Wagner-Steagall Housing Act) (“Housing Act”). Statesman II Apartments, Inc.
