This matter came to the Court of Common Pleas as an appeal from the action of the defendant in refusing to issue a certificate approv- ( ing the plaintiff’s premises as a suitable location for carrying on tbe business of repairing motor vehicles. From the judgment dismissing the appeal the plaintiff has now appealed to this court.

Speaking broadly, the facts are not in dispute. They may be summarized as follows: The plaintiff is the owner of a parcel of land in Bridgeport. It has a frontage of 40.5 feet on Henry Street and a depth of 91.5 feet. A garage covers almost all of the rear half of…
