The defendant zoning board of appeals of the city of Shelton (board) appeals from the trial court’s judgment sustaining the plaintiffs appeal from the board’s denial of his application for a certificate of approval for the location of a used car dealership and the trial court’s granting, sua sponte, a zoning variance to the plaintiff. The board claims that the judgment should be reversed because the trial court improperly (1) substituted its judgment for that of the board when it found that the proposed use of the site as a used car dealership complied with General Statutes…
