This matter is before the Court pursuant to 28 U.S.C. §§ 1336, 1398 and 2321-2324. A three judge district court was formed pursuant to 28 U.S.C. §§ 2284 and 2325.

Plaintiff Barrett Mobile Home Transport, Inc. seeks to permanently enjoin *1320and set aside certain orders of the defendant Interstate Commerce Commission which denied, in whole or in part, three applications by Barrett under Section 207 of the Interstate Commerce Act, 49 U.S.C. § 307.1 The applications sought…
