Pathways Psychosocial Support Center (“Pathways”), Clarissa Ann Edwards, and Walter Cotter, (“Plaintiffs”) have brought suit against Defendants 1 alleging that they refused to allow Pathways to relocate its psychiatric rehabilitation facility to downtown Leonardtown, Maryland, because their clientele is mentally disabled.
