In this action, the Republic of Ecuador (“Ecuador” or “the Republic”), and its state-owned oil company Petroecuador, seek a permanent stay of an arbitration proceeding commenced by defendants ChevronTexaco Corporation (“Chevron-Texaco”) and Texaco Petroleum Company (“TexPet”), as well as other injunctive and declaratory relief.
