This case presents a difficult question pertaining to the award of attorney’s fees in an action brought to obtain a free appropriate public education for a handicapped child. More precisely, the question here is whether attorney’s fees are available to a prevailing plaintiff for work performed in connection with state administrative proceedings required by the Education for All Handicapped Children Act, 20 U.S.C. §§ 1401 et seq.
