This is an appeal from a summary judgment granted by the District Court affirming two orders of the Public Service Commission of the District of Columbia dismissing a complaint filed before the Commission by the appellant, Classified Directory Subscribers Association. The complaint urged that the Commission assert comprehensive regulatory j urisdiction — particularly rate-making jurisdiction — over the Classified Telephone Directory published by the Chesapeake and Potomac Telephone Company, a defendant-intervenor before the District Court and an appellee here.
