MEMORANDUM OPINION

Thurston Paul Bell, pro se, has brought a proceeding under I.R.C. § 7609(b)(2)(a) to quash an administrative summons issued by the Internal Revenue Service (the “IRS”) to Provident Bank (“Provident”).
