MEMORANDUM OPINION AND ORDER

ROVNER, District Judge.

Petitioners, Amos and Norma Davenport, brought this action to quash an Internal Revenue Service (“I.R.S.”) administrative summons issued to and served upon State Farm Insurance Company (“State Farm”) in aid of an investigation of the federal tax liabilities of the petitioners for 1980, 1981, and 1982.
