Petitioner Alice Bussey was employed by respondent Los Angeles County (County) as a senior medical social worker. On November 20, 1973, the County suspended plaintiff for a period of 30 days and discharged her effective December 20, 1973. A hearing, which began in January 1974 and ended in September 1974, was held before the Los Angeles County Civil Service Commission (Commission).
