OPINION AND ORDER

LEVAL, District Judge.

Plaintiff, James Corcoran, as liquidator for Dominion Insurance Company, moves to remand the action to New York state court on grounds of abstention and lack of jurisdiction.

The action is brought by the New York State Superintendent of Insurance (the “Superintendent” or “Plaintiff”), as Liquidator of Dominion Insurance Company of America (“DOMA”) against defendant Universal Reinsurance Corporation (“Universal”) on debts of Universal’s former. subsidiary, Bellefonte Insurance Company (“Bellefonte”), which was subsumed by merger into Universal on September…
